UKPC DCBL

Hi all. Received two PCNs from UKPC on an industrial estate when visiting the gym. The gym themselves state they have an agreement with the landowner that you can park here at weekends.  To confuse matters the gym has its own car park which is free but often full. The business next door which is a kids fun park is privately operated but they self issue pcns  and it states permit holders only although no customer has a permit. Then the rest of the area has UKPC patrolling. So in one all in one compound there is free parking in some areas with no restrictions and two separate PPCs in other areas. There are two bays right next to each other with a separate PPC sign on the wall for each bay. 

PCN 1-  My partner received a NTK in January from when i 'parked' at end of December back in which is registered to my partner but i was the driver. This was before i was aware of this forum so gave my details and appealed and the next i've heard back was from debt collectors DCBL (which i'm ignoring) who are chasing me for £170. I spoke with the business manager of the bay i was parked in and he said they only employed the PPC to patrol their bays when they are open and they shouldn't be there at weekends/when shut. I asked if he could get cancelled but he said he couldn't. 

PCN 2 - Same place  'parked' on first weekend of March but this time on yellow line instead of permit bay. This wasn't at any business but on the road section. There is also no signage where i was parked which you cn see in their own photo they've submitted. Received same NTK and again gave my details (or so i thought). Received another reminder today to the registered keeper. My partner doesn't want the grief and as I was the driver it will be easier to combine the two to fight them as one. The gym have openly advertised that parking is allowed here and they have an agreement. 

In both cases the pictures taking are within 30 seconds of each other. In both cases i got out to investigate if there were spaces in the free gym section and then would have moved in when a space came available. 

I've read all the newbies advice etc and will ignore debt collector letters and have also tried to find out/get cancelled by landowner but no luck. This wont be an option. I don't have the original NTK but have kept everything from Mid march onwards after discovering this forum. Have DCBL debt letter for first pcn and Final reminder asking for £100 from UKPC for the second one. 

My question is. Is there a reason not to transfer the liability to myself for the second PCN and also to email UKPC asking for both cases to be put together as one to prevent double fees etc and having to defend two separate claims when the inevitable time comes?
Should they have also given the chance for the named driver to have paid the reduced fee and sent them an 'invoice' in the first PCN.

    She should transfer liability to you now and you certainly do not pay it. If you get a PCN in your own name appeal that one with your evidence but otherwise, once they are both in your name, IGNORE THE DEBT DEMANDS and wait for the DCB Legal LBC.
