JD Parking acting as court administrator

Options
Hello CouponMad,

I imagine that you must be receiving a ton of private messages for these type of issues, so I am not really expecting a tailored reply, however I can only hope!

I apologize in advance for my English, I have not been in the country for long and all of the jargon that I find on this forum is obscure to me. I am trying my best to get myself out of two parking tickets, but I kinda need help. If you'll tell me to open a thread I will, the only reason why I have not done it so far is because I am afraid that I'll just be told to go back to the newbies post that I have read multiple times, without finding much of a solution (maybe due to my English level, maybe to my anxiety regarding this matter).

On the 6th of March 2025 I have found a series on letter in my mailbox, after a time without receiving any. Among these letters, two came from JD Parking Solutions.
One, let's call it -65, is a Notice to Keeper dated February the 18th that should have been paid by March the 18th. The other, a Direct Debt Recovery, let's call it -97, dated 20th of January that required a response by March the 8th.
After panicking, I crafted an AI email and contacted JD parking via email (appeals@jd) writing them this:

"To whom it may concern,

My name is XXX, and I am the owner of vehicle XXXXXX. Today (6th March) I received a series of old letters, including a parking fine (-65) and a “Direct Debt Recovery” notice related to a separate parking charge (-97).

I would like to clarify that I have not previously received any correspondence regarding these contraventions. It appears there may have been an issue with my mail delivery, which has prevented me from addressing these matters in a timely manner.

Given these circumstances, I kindly request the following:

  1. A detailed account of all parking contraventions issued for my vehicle.
  2. The opportunity to pay the discounted fee for these fines, as I have done in the past, considering that I did not receive prior notices on time or at all, particularly in the case of -97.

I sincerely hope you will consider this appeal with fairness and understanding. Your assistance in resolving this matter would be greatly appreciated.

Looking forward to your response.

Best regards,

XXX"

At the time I did not know of this forum.
I then did not hear anything from them, nor did I receive following letters nor emails confirming the reception of my communication, so, concerned, I contacted them again on March the 20th, forwarding the previous message once again and asking if they received it.
JD parking replied 40 minutes later, writing this:
"Good afternoon,

If you visit the website (link to JD website) and click view charge, using your PCN Numbers: MPC21665 and MPC21397 along with your registration number you will see the outstanding charges and original Notices and proof of postages.

Regards

The following evening, March the 21st, I replied to this latter communication saying:

"
Good evening,

Thank you for your reply, however I feel that it is not completely answering my questions.
I would like to appeal the price increases of both charges.
I am happy to pay the original price of the charges, however I am asking that given the extraordinary circumstances, the prince increase to 170£ be ignored, especially since for the most recent charge (-65) I was trying to get in touch with you and that is why I have missed the payment window (pay by date: 18/03 and my original email was sent on 6/03). I understand you have proof of postage, but I have simply not received the original charge for -97.

Thank you in advance for your cooperation

Best regards"

This email went unanswered until April the 14th, when a different email address associated with JD Parking (legal.services@jd-parking.com) replied to the same email thread writing this:

"Good Morning,

I am writing to you in my capacity as the Court Administrator regarding your case. Prior to proceeding with the court application, I would like to confirm whether your position remains unchanged, specifically that you continue to dispute the matters at hand and wish to appear in court.

Please respond at your earliest convenience.

I understand, in accordance with the newbie thread, that this is them faking to be a different debt collection company and that I should hence ignore this email. Is this right?

I thought about sending the following email to the original address (appeals@jd), which is a mix of your template and a little detail added by myself. Do you reckon it would be too late for this?

"
Re PCN number: -97

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

The letter sent states the following: “entering and remaining on private land is considered ‘Parking’”. The legal definition of parking involves the driver having left the car whilst the car is stopped. Please provide me with evidence that this has taken place, and evidence that there is another legal definition for ‘Parking’.

Furthermore, as already mentioned in an email to you, there was no “Parking Charge - Notice to Keeper” letter received for this, only a letter from Direct Debit recovery who are not those managing the private parking land. If you would like to contest this, please provide evidence of it."

    Thank you!
Would it make sense for me to email them the two disputes at the end of the message?

So at this stage the only thing I have to do is waiting an official court letter and communicating any changes of address to JD for the next 6 years, right?

It is wild that they are impersonating (if it is the right word) court administrators. Is that even legal?

The above was a pm I received and I was keen that everyone, including the MHCLG, can share my anger that one of IPC Hurley's finest, JD Parking Solutions Ltd, as well as 'impersonating' third party debt collectors by using different headed notepaper and inventing the name 'Direct Debt Recovery' (which we already knew):

    https://forums.moneysavingexpert.com/discussion/comment/81263172/#Comment_81263172

... is eclipsing that abuse by passing the same JD staff off as a 'Court Administrator' by using another email address (
    legal.services@jd-parking.com) with this misleading crap:

    "Good Morning,

    This is Wonga-esque conduct.

Impersonating Court staff (or even just making it seem like the person might be from the court, as this obviously does) must be added to the banned phrases in the new Code.

    Claim administrator - yes

    Court administrator - NO.

    Thankyou for posting it @LuigiEatALot

You must always IGNORE parking debt collectors, even fake ones that are actually still the PPC. Come back if you get a solicitor's letter or a Claim Form.

If you move house you MUST tell them.

    DO NOT OFFER MONEY.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would have not worked up the courage to act this way had it not been for you and I'd have fallen into the trap.

Assuming that the pcn or pcns   ( plural   ) are at the debt recovery stages with debt collectors,  then post 4 in the newbies sticky thread in announcements deals with ignoring powerless debt collectors letters

    But

If you were to receive a Letter of Claim from a legal company like B W Legal or Moorside Legal or Gladstones or DCB Legal them you email the LoC response template back to them,  because it would need to be dealt with

If you were to receive an N1SDT court claim pack from the CNBC in Northampton using MCOL,  then it's a live court claim from a government office and needs dealing with

    But

Ditch the AI and only use the advice by coupon mad in announcements,  here on MSE
