Toilet cistern repair

Does anyone know if it is possible to effect a repair on this cistern without taking the whole thing off the wall and uncoupling it from the toilet?
The flush is hit and miss (more miss now) although it fills with water OK. Everything I've read suggests a syphon problem (green topped thing in pic) and most probably a degraded diaphragm. Can this be accessed from above or does the whole thing have to come off the wall to undo nut where it joins the bog? I'd get a plumber if that's the case cos I would defo be left with a leak or crack if I DIYd that. The syphon is made by Freeflo and the cistern is Ideal Standard.

Some flush valves can be partially dismantled without having to take the cistern off the wall (for example, the Viva Skylo). Unfortunately, your particular valve isn't one of them, so the cistern would need to come off the wall.As long as the fixing screws & bolts are free from rust, removal isn't particularly taxing. The donut washer between pan & cistern should be replaced at the same time, and if you are replacing the flush valve, it is worth going for a dual flush model (the Viva Skylo is good).Her courage will change the world.
