Port Tax

We are going to corfu in August and looking at a day trip to Albania. All the trips say in addition you have to pay 20 euro each local fees on the boat. There is no visa so presumed these were port tax. When I looked it up it I've seen some say port tax was abolished 6 years ago but the boats still ask for it, ifvyou refuse to pay they don't enforce it. Does anyone know if this is true or how I'd find out for sure. Does this happen in other places? I'd rather not pay the extra 80 euros if we don't have to.
