Someone transferred some EUR into my UK Paypal some time ago, and the EUR have been sitting in my Paypal EUR subaccount ever since.
Is it possible to transfer those EUR from Paypal into my UK Revolut EUR subaccount, keeping in EUR all the time (ie never exchanging into GBP then back to EUR etc..), without fee ?

Some people on Reddit talk about linking a Revolut debit card to PayPal:

"You need to add card (can be virtual) in revolut and then add that card to paypal and specify its currency as one you want to transfer (in my case I specified it as USD). Then make transfer from paypal to revolut specifying this card as a destination. Since card is in the same currency as you want to transfer, paypal do this without conversion. It just adds transfer fee of $2.50"

I've tried to do this myself but paypay keeps trying to convert the USD in my paypal account to UKP. Its very frustrating. I've read the reddit page and tried using the revolut support. Any advice on how to do this would be appreciated. It will not credit USD to either my revolut USD debit card or my revolut account.

It is not possible in the UK. You can withdraw Euros if you move your residence to a Euro country, USD if resident in the US and so on. Any other currency, except of your home currency, in this case GBP, is only accessible via Paypal using their rubbish exchange rates as Paypal is forcing you to use their service. This is their business model of how they rip off people.

You can try to spend it if ordering something in Euros with Paypal being accepted, otherwise you can only withdraw with the above and swallow the rate loss.

Annoyingly Paypal will allow me to send funds by debit card instant transfer but Revolut block the transfer as they dont support "paypals instant transfer to debit cards as this will lead to declined transactions" which it did!
