Parking fines for not having a permit

Hi
I been fined by Nottingham City Council £875 in fines on a residentia privatel housing association. I have been receiving treatment for Myeloma Cancer during the fines, the council don't care and have been quite persistent in pursuing me. They don't own the land but say they have an agreement with the housing association. I not been sent any legal documents detailing this and don't trust Nottingham City Council one bit I been to CAB about all this but it continues to drag on . I was in hospital from March 8th till the 25th for Stem Cell Transplant. I have Myeloma Cancer - blood cancer
