Postal address after Eviction

Hi,
Does anyone know whether if a person has been evicted by the courts they can still claim that address as their postal address? I live in a block of flats where one of the flats has been the subject of divorce procedings. One party left and the other refused to settle and so eventually the courts got involved and evicted the siiting party to allow the flat to be sold to settle the debt. Both parties are named on the deeds. The evicted party, a particularly nasty individual, although evicted refuses to have his mail redirected and is visiting the flats daily to pick his mail up from the communal mail room. Due to his nature it is not something the residents want to put up with and we would like to officially know whether he can still legally claim the address or by being evicted have the courts  taken that privalige away?

    There's no such "privilege". There's no obligation on the residents to allow him on the premises, they can return his mail to sender and not deal with him at all.

    Indeed: Change locks.  Inform plod if any nastiness or threats.  Keep a record, written or typed.

    If they don't live there they don't live there.  It's only their postal address if someone allows it to be.  In my opinion.

    But isn't there a lock on the door?  So either someone is letting the individual in or he has keys.  Which are no longer his.  You'd think it was a case for the police but I doubt they would have the time to get involved.

    Can someone ensure the post is collected from the communal mail room and is "disappeared" prior to him coming for collection?

    Get the locks changed and mark all mail received “return to sender” and post it back.

    The locks have been changed but the block has a 'postman's button' which operates during the day. Return to sender is probably the way forward and hope they get the message, parden the pun.

    There's no legal concept of 'privilege to use an address'. If a stranger put 1 High Road and their own name when signing up to a catalogue, the address is used, nothing illegal. Would be stupid as whoever actually lives at 1 High Road would get the catalogue and the stranger would have no access. 

    So this really becomes a question of access - if your postmans button is to give access to a lobby with locked post boxes and small slots to INSERT letters then fair enough. However if the post is being left in open shelves or similar, that sounds quite insecure. Could this be addressed?
