Most flexible package holiday tour operator?

Hello all
We are hoping to travel for a first ever famioy holiday.
However we need a package holiday with a operator that ideally allows to you cancel without a charge or a small fee. Or at very least free outward and return date changes.
I have heard TUI Flex use to include free cancellations and free date changes 28 days before the holiday but have heard it just applies to changing dates now, hopefully also the return date too and not just departure date?
Any advice appreciated

Yes. Book the week before you go. No changes needed then.2

It sounds as though you are unable to commit for some reason. I am assuming ill health within the family.
The best thing to do is to take out a good travel insurance polcy that covers such eventualities, there might be an excess but you would not lose everything.0 -

I know you asked for package holiday, but if you can't find that (its not a common use case for package holiday customers) you might also want to consider booking flexible flights and flexible hotel separately.1

easyJet Holidays are by far the most flexible of the mainstream tour operators
https://www.easyjet.com/en/holidays/info/why-book-with-us
You can cancel up to 60 days before travel and they'll even return your deposit as easyJet Holidays credit. Any payments you've made above the deposit will be refunded.
You can change up to 28 days before travel (subject to change fees)1 -
so you want a package holiday, that you might need to cancel and/or change the dates
with your situation i would suggest waiting until you know it is actually going to happen0 -
Although many tour operators may permit changes in date, there will be costs involved. Cancellation is a different matter and there will be a scale of charges shown on websites. This will range from loss of deposit, to still having to pay 100% of costs. Travel insurance is required to cover events such as illness, death of a family member etc. Check the T&C of both the tour operator and travel insurer.0
