Yep you could try replacing the 9 with a 0.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

On the POPLA form there is a box that says provide an overall summary, is that
where I put "the operator does not have a contract to issue PCNS at this site" or do I
attach that as a separate PDF.3 -
