Hospital Car Park PCN



I would like some advice please regarding a visit to my local hospital.
I received a parking charge notice from the hospital trust which said that I had broken their car park rules by driving through a “no-exit” sign.
I had an appointment at the hospital. When I arrived at the car park entrance the automatic barrier was in the upward position. When I entered the car park I could not find a parking space. I drove round all areas of the car park but all parking bays were taken. There were other drivers in the car park also looking round for parking slots.
After around 5 to 10 minutes driving in the car park I realised that I was wasting time and would soon miss my appointment. I thought the only way out would be to exit through the entrance exit as the automatic barrier was still in the upright position. Once out I could find some other place to park.
I now realise this was wrong but at the time I was quite distressed as I had recently receivedbad news over a family member’s health condition. The thought of missing the hospital appointment just sent me into panic mode.
I’m not sure if I am liable for my faulty actions and should pay the pcn ?

If the signage (contract) does not mention anything about not driving through a no exit sign they cannot impose a parking charge for it.Was it really the hospital that sent the charge or their dim parking company?2

Name of Hospital?Who/what entity issued the ticket?what does it say - reasons for issuing the ticket/"parking charge notice"There could also be grounds for complaint regarding patient confidentiality here, and at other hospital sites where a registered keeper may not be the driver, and the driver of the vehicle may not want, or could be put at risk of harm if the registered keeper found out they had visited a hospital on that dayFrom the Plain Language Commission:

The car park is run by Manchester University NHS Foundation Trust.
There are machines in the car park to pay for the duration of parking.
These machines issue a ticket which is used to exit the car park through
an automatic barrier.
