PCN from Premier Park for not being within lines

The PCN is for not being within the lines of parking space.
It was my brother in law who was driving and he is not a UK resident. Can I identify him as the driver and provide his (foreign address) details at this early stage?
Or am I best to appeal it in some other manner first?

Yes, name him as driver, give his overseas address, and tell him to confirm this if/when the PPC contacts him.

For this case
I would do the liability transfer and then a few days later log an appeal in your brothers name using his address/email address and some simple appeal about no clear signs etc.
