1. The 8" refers to the height of the syphon.
2. If you have got the syphon out of the cistern, then:
2.1 Remove the flappy plastic sheet (diaphragm) from the bottom of it
2.2 Use what you have taken out as a pattern to cut a new one out of a not too flimsy piece of polythene
2.3 Make holes in the new one for the centre and any locating pins.
2.4 Fit into the body of the syphon and fix back into the WC cistern.
3. If you haven't got the syphon out, you may want to get a plumber to replace the diaphragm. Depending on the syphon fitted you might need to separate the cistern from the bowl, which will probably require other new parts to reassemble.1 -

I'm glad your issue is now sorted, but it's polite to leave your original post intact to potentially help others who may have a similar problem, particularly when @nofoollikeold appears to have given such a detailed reply.2 -

I took the matching syphon from another toilet and installed it and it works fine, so it's 100% that part.
I have tracked down a matching replacement part and will install that as it should just be a 2 min job as it just slides out and back in again.1 -
