Dust from outdoor getting through upvc windows seal

Am getting dust I think it is cavity dust from outside on window sill. It seems the seal needs replacing. I have tried to use tape to seal temporarily but it is unsightly. Can I just reseal the top seal only. Have asked but they want to reseal the whole window which am not keen as do not want to encounter more problems in the future. Can anybody advise please? Thanks

    When you say seal do you mean the rubber element that draught proofs an opening window 
    Or the white filler around the frame and window?
