Civil Enforcement Parking Fine

I see there has been previoius threads about this issue, but as a newbie to this Forum I need to ask for any help/guidance regarding my situation :
I attended my Doctor's surgery for a scheduled appointment, as I have done regularly over the past 5 years, but on this occasion I found that the usual screen for inputting my car reg was not working.
After checking in via a seperate screen, I proceeded to try another screen to input my reg, but again this was not working. I sat down, and immediately my name was called by the Doctor and so I had to enter the consulting room. After 20 minutes or so, I came out of the consultation, and whilst trying one more time to enter my reg number, but as I was doing so another helpful patient came towards me and advised that the system had now changed and that I had to scan a bar code via my phone.
This proved beyond my phones capacity, or my own nous about bar codes, and so after a few more minutes I decided to leave the practice and return home, where I could and did obtain a parking permit via the CE website. Today I received a notice from CE that a £100 parking fine was due, but this could be reduced to £60 if I paid within 14 days. I have lodged an emotionally charged appeal to CE, but am not overly optimistic of a positive outcome, and so wish to ask what happens next, and what should I do to pursue cancellation of the penalty notice. Thanks to anyone who can give me some guidance.

    You don't have a penalty notice.

    OMG are you saying that a GP surgery thinks it's OK to:

    a) inflict CEL on patients, to sue them

    b) let CEL use a tablet system that's bad (typical anti-consumer trap) at the best of times, but now doesn't work, and

    c) now expect ALL PATIENTS TO HAVE NEW ENOUGH PHONES TO SCAN A BARCODE AND IF THEY FAIL OR DON'T KNOW ABOUT THIS, THEY GET £100 PCN?!

    What about if a patient's other half waits in the car park? How on earth would they know if they don't set foot inside?

    Which GP surgery please?
