I have something called a " G83/2 Appendix 3 SSEG Installation Commissioning Confirmation".  Mine was a G98 (max 3.65 kW) installation and this form says that my installer will inform the DNO within 28 days.  My DNO is Scottish Power Energy Networks, possibly the same as the OP, who is in Scotland.  I have nothing to prove that SPEN were actually informed, nothing to prove that I have DNO approval and the submission form does not include an MCS Certificate Number.  But I gather Scottish Power does things differently to other DNOs and what I had was sufficient paperwork to allow me to move to a different FIT provider.
