You should be able to get the number called and identify the company.

Inputting the passcode to look at passwords happened automatically with my iphone on one of the more recent updates. Certainly not something I set up myself. if she has face id set up then it might just ask for that instead -  not something I have ever used.

I have an iPhone 11 and it does input the password from Face ID. 

Advise your mother to ask for identity from  any energy callers. That should all be carrying it.

I think she can also set up a password to check they are legitimate.

Update 
I sent the utility company an email on Thursday, and they replied to apologise and said they were investigating. They also said they wanted to call me to discuss it further but I told them I’d prefer to communicate via email. I’m not giving them my contact details because if there’s any problems I want written evidence. It’s likely they’ll call my mum though as they already have her number and address.
