Parking Eye asking for driver info upon appeal on golden ticket

Hi All
I got a PCN from PE with a golden ticket in a hospital car park (ANPR based with screen to enter reg number). Incident took place on a specific date and PCN was issued a month and a half later - obviously POFA does not apply. I appealed using the standard response specified here without stating who the driver was. I have now received a response saying that the appeal has been put on hold and they want me to tell them who the driver is. The text reads as
'We are writing to advise you that your recent appeal has been placed on hold whilst we
I never told them that I was not driving and ofcourse I am not going to tell them anything about it now. My question is if I should tell them that again or should I just let it lie for 28 days and see if they give me a POPLA code.
Many thanks for any help.

You have stated that you were not the driver of the vehicle at the date and time of the
breach of the terms and conditions of the car park, but you have not indicated who was.
Parkingeye have placed this charge on hold for 28 days to enable you to provide the
evidence requested. If this information is not provided within 28 days, the appeal may well
be rejected and a POPLA code provided.'I never told them that I was not driving and ofcourse I am not going to tell them anything about it now. My question is if I should tell them that again or should I just let it lie for 28 days and see if they give me a POPLA code.

The latter, let them stew until after their self imposed deadline expires, then they should either reject with a popla code, or cancel3

Double check that what you received was not just the reminder letter which never contains a PoFA waring as it is not required to.3

- Parking Charge Information

So no PoFA paragraph in either.
Isn't the fact that they are not rejecting the appeal, rather trying to push me to give them driver info not indicative of the fact that they know that they don't have a case.3 -
But they are free to try to con you into blabbing about who was driving, so wait it out ( it may be new to you, but it's all old hat to us , been happening for 12 years or more, it's one reason why they are allowed access to the dvla database )4

Their operation is on an industrial scale. Hardly any case is dealt with by an individual staff member at this stage. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
