Replacement handbrake cable

Hi there
My 3yr old Vauxhall Corsa has just failed its 1st MOT because "you didn't use the handbrake enough and it has seized up". They want £70 to replace it.
Opinions? Am I being taken for a ride? I'd always heard that it was better to have a tight handbrake than one which comes up to your shoulder. And £70? Is this a fair price?

seems about right for a main dealer,try a smaller local garage for a quote,the cable is about £15I MOJACAR0
