I parked in an EV bay at a council car park. The chargers were both faulty. There were no spaces remaining in the ‘long stay’ part of the car park (4hrs) but there were spaces in ‘short stay’. I wasn’t sure if I was going to be under 2hrs, so remained in the EV Bay.
I was then issued a PCN.
I informally challenged the notice confirming I parked there (🙄) but with evidence from the charger company that the machines were faulty for the duration of my stay in the car park. The car park is free so I haven’t avoided paying by doing what I did & no one has missed out on charging as the machine was faulty.

The informal appeal has been rejected.
Any advice on whether a formal appeal (given I’ve admitted parking) would likely be successful? I don’t want to miss the reduced fee period & end up paying £70 if I’ve no chance now of a successful formal appeal.
