UKPC Parking Fine (Out Of Hours)

Hi,
Am new to this forum, Any help would be hugely appreciated.
I have received a parking fine from UKPC (please find attached)
This is the first letter I have received from them, however on the letter they stated they have wrote previous and now i have lost the right of appealing.
Am I correct in thinking if they can't provide proof of the first letter being sent, then the incorrect protocol has been taken and the case should be void ?.
The carpark section in question is supposedly property of kfc, we visited mcdonald's (please find attached) which is literally next to it, we was not aware of this and thought this was for mcdonald's customers.
There is a yellow barrier that was open for access (Please find attached)
my other argument would be that this should be closed if parking out of hours is prohibited?.

Definitely not a fine, its for a Parking Charge Notice, PCN, so an Invoice from a private parking company, UKPC, not allowed to issue fines, magistrates issue fines
What is the PCN issue date on the letter , cant see it due to over redaction
Is your V5c log book up to date ? Not updating it after moving is the usual reason for missing paperwork
Not receiving paperwork is no defence, UKPC will have obtained keeper details from the DVLA database and posted out letters, so your assumptions are incorrect
You should study the newbies sticky thread post 4 about ignoring powerless debt collectors letters
Assuming that you moved, email the DPO at UKPC with your current address and they must erase previous addresses1 -

So a forbidden action rule, no parking contract on offer, no consideration, no acceptance
You didn't post any dates1 -
Ignore it. Per the 4th post of the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
