DCBL Parking Fine + Bristow&Sutor

Hello,
I'm hoping to try and attempt to make the most sense of a situation that has arisen in my life and has caused me numerous stress since.
So, one day I receive letters from DCBL stating I owe them money for 2 separate occasions, 1. being the car was fuelled and never paid for and the other staying in a car park over the period. I just want you to also bare in mind that these offences took place after I had sold the vehicle in the April and these were committed around 3 months or so after. I do also have a sales receipt that I had the driver sign with their address and also that I wasn't liable for anything from once the monies were exchanged, now... this is where I think I'm the problem, the V5. I didn't have it on me and told the driver he would need to get on for the vehicle as I hadn't got one to which he agreed, this was also put on the vehicles sales invoice "Buyer to sort V5" well, as you may have worked out by now, he hasn't done anything of the sort hence why their trying to get the money out of me, that's DCBL.
DCBL have also sent me a LOC to which apparently it has a deadline I need to reply by.
Bristow & Sutor were apparently taken on to do the dirty work of Derby Council and said I owe them £800+ for some parking fine or some sort that again was committed after the sale of the vehicle.
Now, again... this is where I believe I messed up. I paid 1 of the DCBL claims and also paid £400 to Bristow and Sutor, I don't know what I was thinking, very stressed and annoyed that something like this has came into my life when I don't even have the vehicle and haven't done so since.
I also have camera's on my property which caught the selling and exchange of the vehicle when it was sold, not sure if that's any use?
Either way, that's pretty much it summed up, hopefully someone will be able to guide me in what actions to take etc.

OK so you need a refund of what you paid or to sue for it back, as well as to show your evidence of sale (including the time/dated Ring Doorbell proof).
I wonder if @troublemaker22 can suggest a form of words for you as this going beyond the usual scope of this forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
