student loans previous study rule

hving read through too many student loan threads iv become increasingly worried about my own situation and was wondering if anyone can clarify
its regarding the Previous study rule for student loan fees. { 3+1- previous study) when did this rule start?
my own situation is that i completed a degree from 1999- 2002 under the new student loans rule taking out loans for fees and maintenance but i had attended two seperate degrees before under the mortgage style rules, dropping out both times in the first term....Slc have never mentioned anything...
ive searched 1998 regulations and it doesnt mention anything..

originally was searching to study again but obviously i cant as i have degree...but then the question came up of previous studies and not sure if im being unnecessarily worried after going down the google wormhole
so my worry is that if it was missed by slc in 1999 that i had studied previously then i have been given 2 years of loans for fees by error which obviously they will demand back in full at some point.
ive checked all the legislation going back to 1999 and the first time previous studies and the formula for working it out it seems to appear is in The education {student support) regs 2006
so my question is ....did that particular regulation only start in 2006?0 -
From memory, and I did my degree in the early 80s, there was an option where you could repay any costs attributed to the degrees you started but didn’t complete and that would wipe the slate clean. But this was a long time ago.
In your case, the 3+1 rule means only 1 year could potentially be at risk. Whether it is at risk, I don’t know when the rules changed, if they did. I’d be inclined to let sleeping dogs lie, you don’t gain anything by raising the issue. loans start in 1990 with the creation of the student loans company underpinned by the education ( student loans ) legislation.Thankfully I have discovered it started in 2006. This is an excerpt from the 2006 legislation explanatory notes
“Part 4 sets out the circumstances in which a new system student and an old system student qualify for fee support including new provisions as to the effect of having taken a previous higher education course on current entitlement.”
