Parking Fines Passed to Debt Collection Agency - Parking at work!

Hi there,
I wonder if you can help me.
I am trying to support a member of my staff team.
I started here in Feb and they started under the previous manager at a satellite site in Jan.
Quite soon they came to me and told me they had been receiving parking notices and had been charged for parking at work. they hadn't opened the letters at the time as they were receiving lots of mail for a number of reasons and they slipped through the net.
They now have a months worth of parking charges.
It is a private car park. The par park is not a trade body member.
I feel the parking is an unfair charge as:
1. She should have been given a parking permit on her first day - due to a poor quality induction two people each thought the other one had completed the task (!?!)
2. She is expected to park there
3. £170 x 30 = £5,100 which is an unfair amount to expect a Living Wage employee to park to attend work.
The centre manager (where she is based) has emailed the parking company - and she has said:
the appeal against the parking tickets has been denied on the grounds of they have photographic evidence of me parking and there are clear signs in the car park with the charges. All the parking tickets are now with the debt collection agency at £170 each- looks like a court job.
Can anyone advise what I can do next to support my employee?

Which parking company ?
The victim should ignore the powerless debt collectors letters, debt collectors cannot do anything, only the parking company, and landowner or landlord
So continue with plan A in the newbies sticky thread in announcements, pressing the person who employed the parking company to resolve the matter, that contract is a 2 way deal
Sounds like it's promissory estoppel, permission from the employer to park on site as an authorised employee2 -
