The current owner said he doesn't believe there is anything there, but there is a external water tap on the wall next to it.
So you think it might have something underneath it? sorry I don't know a great deal about piping and wires....would they normally come into the property from places like this?0 -

Given how modern the house is, have you checked the planning papers for it on the council's website? Might at least explain what the corner structure is.0

I agree with the other comments which have said your proposal would likely be rejected on safety grounds. In any case what you are proposing would be massively expensive, better to just find a property that works for you better.1

In my opinion, there's no chance of getting permission for a dropped curb where you want it.But isn't that raised area and steps, so you can access the side and back of the property? It brings you out above the "lower courtyard" (Google lens pointed me to the listing). It's not pretty, but seems to have a purpose.Edited - typos.0

The external water taps usually come from inside the house so unlikely to be anything to do with the platform area. Maybe they just built it as somewhere to sit out, or as above for access? If it is just for access, then you should be able to smarten it up. Maybe share some better pics, but if it's just brick wall with paved flat areas, then it shouldn't be a huge job to sort out.0

It's not serving any purpose at the moment, it does lead up, but it's fenced off so can't get to the back/side from here. the back/side is accessed via the back of the house at the moment. It could probably be changed quite easily by replacing the fence with a door, but not sure if I want another entrance to the back anyway, it feels more insecure.
I've asked for original planning document from the council, just trying to work out what the original intention of the design was, the current owner is definitely not doing anything with it.0 -
As others have said, chances of a dropped kerb basically on a junction are zero, especially when you already have a dropped kerb with parking currently.
I suspect there is nothing to stop you ripping that area out and levelling it at the same heigh as your drive as long as you had a retaining wall still on the boundary with the road.
I suspect this is likely to be quite expensive though and not being a builder doubt it will be easy to do without risking some damage to the pavement.1
