UC and service charges/building insurance refund

My step daughter has a shared ownership house . She has a 25% share.

She has been charged an incorrect amount for building insurance which appeared not to be eligible for UC. £57/mth for a property which would be <£120/annum as a private house. I am taking this up with the HA to review their charges as they are disproportionate.

Now, she has been told by UC in her Journal that her Building Insurance is eligible. This is following a submission by her landlord.

Question: Will UC pay her back the amount she should have received in previous years?

    Your step daughter will need to ask for the matter to be referred to Decision Makers to ask whether back dated change can be applied. The UC Case Managers do not have authority and require a Decision Maker to apply a decision, before there can be revision of past UC awards.

If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.
