Where to Find the Edna Basher Newbies thread

I am sorry that I have had to post this but I cannot seem to find using the search function the thread about appealing parking fines.
Could someone please point me to the Newbies thread where this is a sticky - or has it been removed for a company vehicle?
I read it once a couple of weeks ago on my mobile when I was first notified about the parking charge from Total Parking Solutions.
The charge is addressed to the Company Secretary of my company for a company vehicle.
I am unwilling to tell them who was driving.

I looked at paying the charge today, as I am mentally busy at the moment and a little bit unwell.
However when I went onto the website the charge had gone up from £40 to £70.
Even though it states 
  • “This notice is considered served on the second working day after the above mentioned issue date.”

The time elapsed is 9 days from the actual time of the issue date of the notice plus 2 working days. (As the issue was on 28 March a Friday, so 2 working days is Tuesday 4th April and today is the 13 April).

In the images provided there is no ANPR photo of the driver. 

So I am going to challenge the buggers and will look at causing them as much disruption as possible as the signs etc are in a conservation area and do not have planning permission and do not conform to the permitted development size.
The signs say parking for patients and does not give any exclusions on them.

    Go to the top of this forum,  below the yellow banners are half a dozen sticky threads, labelled announcements 

    Click on the newbies sticky thread,  usually around the 3rd from the top, always above your thread,  this thread

    Look at the first post and scroll down to the bottom of the first post,  to the section about hire,  lease and company vehicles,  the Edna Basher advice is in that hire section,  not a separate one

    Were you a patient and, if so, have you complained to the hospital/surgery?  What did they say?
