The public road has double red lines. It merges into a private road which has no lines. Therefore it appears, as they are directly adjacent, that there are no restrictions.
The default methodology in this country is to use a single yellow line to indicate that there are restrictions and that you should look for signage.
With it being a private road there is no obligation to use this system. You could paint blue dashed if you wished or rely entirely on signage in an attempt to form a contract with people.
But because your land is adjacent to the public highway red route your contract becomes insufficiently clear because "the man on the Clapham Omnibus" would see restriction and then no restriction.
The onus is on them to make the restrictions clear. A single yellow line and accompanying signage is what they should have used, or loading bay markings. A clear demarcation between public is also missing. It appears to be public highway.
You'll notice the highway "no waiting" yellow cone on the pavement for some reason. If the landowner has purchased public highway equipment with public highway signage, he has made his land appear to be under public highway jurisdiction. And the land says "no parking restrictions here".
There is no also no mention of any £70 additional charges on the sign.
Finally, the very fact you've built up a number of charges would indicate the contract is insufficiently clear and obvious to be enforceable.1 -
Looking back at the LoC (photos above), I’m honestly ashamed to say I didn’t follow through in time. The 30-day deadline from April 30th has passed, and with everything going on - exams, stress, just life - I missed it. I know I should’ve acted sooner, and I can’t believe I let it slip.There is no deadline. It's an arbitrary timescale. I've got the exact same paperwork in my desk drawer from 3 years ago.
You don't need to act until you receive a court claim, which you will be defending. If you receive a court claim of course.1 -
You are NOT risking a CCJ and didn't have to respond to that LBC anyway! Relax! There was certainly no deadline.

If you have holiday coming up then respond to the LBC now to delay the claim by a month as long as you told the solicitors which address is correct? You have done that - confirmed a long term family address for service and to erase any student addresses?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
