Horizon parking PCN

Hello everyone,
My partner has received a PCN from Horizon parking for not purchasing a ticket, according to her the only way to pay for parking was via a QR code and despite trying throughout our daughters dance class she wasn't able to pay due to no 4G signal.
She has since started paying for parking at home before parking here. She has expressed her desire to just pay the invoice and forget about it but as I've been looking on this forum for a couple of months now I thought I'd ask for any quick slamdunk appeal that might convince her not to pay.
I've looked at the newbie thread for the PoFA compliance and it looks like the PCN is compliant. Is there anything else to look for a POPLA appeal?
Plan A is also a funny one as she parked at a hotel car park and says anyone can park there but I've not seen the signs to confirm this, I can't imagine the hotel would be helpful to anyone not a guest there?

OK plenty of time: can you/she go and get pics of the signs? Entrance and inside.
And while she's there, go into the hotel and ask for the manager and ask why their agent is only offering paying method that doesn't work and makes it impossible to pay unless you pay at home before even driving there, which she has had to resort to doing!
Ask them to cancel the PCN (keep the original, only let them take a copy). Explain that she is a regular patron but why isn't there a card payment option?

Yes getting pictures of the signs is no problem, will go myself and have a look.
Can't imagine the hotel being very interested in resolving it but no harm in speaking to them, already resigned to them not helping though! My partner is adamant the car park is open to anyone not just hotel guests but why would the hotel be interested in helping for someone not using the hotel?
Will see what they have to say and report back.

Especially as she's a weekly customer. Make sure she says that.
