Easy access account with debit card

Hi I'm trying to help my dad look for an easy access account which has a debit card, it's going to be under 5k.
It could be fixed although I just don't want the hassle of having to sort it out again next year.
Any advice?

Any consideration that you be added to whatever account as third party authority so you can help him manage things as time ticks along?
