Buying New Build with the option of a purchased garage seperately from the builder.

If the property is built and they are having difficulty selling, why aren't they agreeing to do or commit to the garage before completion? It sounds like you (the buyer) have the upper hand in that negotiation.
If you don't want to move without the garage being part of the deal, then that needs to be part of the contract. Anything not in the contract runs the risk of being forgotten about or fobbed off.
Also ensure that dimensions and location of the garage are covered. You don't want them building one that's too small to be actually useful.
That said, since you'll own the land there's nothing stopping you contracting someone else to build the garage, though I've no idea if the developer will do you a deal if they are building multiple garages on the site.

An update on the garage problem we thought about having a section garage built once moved in. Now though another problem has presented , there is a pedestrian drain right where the base would be. Can you build up a pedestrian drain cover in the base ? We are be told we can I'm not so sure.0

We are be told we can I'm not so sure.If this is what it would entail then I wouldn't have an 'open' drain inside a building - if the drains get blocked then you may end up with a building full of water.If the drain will be removed/blocked off completely then it shouldn't be an issue, provided there is somewhere else for the water to go.0
