You find out who the current suppliers are - Find your energy supplier | Ofgem, then register with them and switch (if you decide to).  You will be liable for energy bills from the current suppliers from the start date of your new tenancy.

You need to find the incumbent supplier and open an account with them before you can switch.

Take date stamped photographs of the readings as soon as possible, hopefully you already have readings from when you moved in, either taken by yourself or agreed with the letting agent as applicable.

As above. When you move into a new property you take on a deemed contract with the existing energy supplier. It is this supplier who you need to identify, and provide your meter readings to. They will be billing you from the date you move in. Once you have done that, then you can do what you like - stay on the SVT with the incumbent supplier, switch to one of their tariffs, or change suppliers entirely. Expect a small bill from the incumbent supplier if you switch away.

Your LL/agent might know who the supplier is? If not, then the links above can help you figure it out.

Take photos of all meter readings & write /email utility suppliers and council tax.  It is not unknown for previous occupants to have "misread" meters ..
