I was subscribing to MSE parking Forum before I started volunteering with CAB. Had a couple of cases when I've had to explain keeper liability to a supervisor!
So happy to hear you volunteer at the CAB and are putting right your team about parking scams and keeper liability.

Shame that the national advice is so utterly appalling as to lose lots of people their people money.

The worst bits are the rubbish about court claim risk (where they say the victim should pay under protest then sue for it back!) and the setting aside a CCJ page that doesn't even tell people that they have a mandatory right to a set aside if the claim was not served at their address.
It's because this is considered to be the best approach for every other kind of "debt" or dispute.  I've tried several times to get through to the right people within Citizens Advice using my contacts but no luck so far.  Might try again.
Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

An extra idea is to have bumper stickers or window stickers or similar on the rear of the vehicle,  plus maybe something where the tax disc holder used to be on the front windscreen too ,  to make the vehicle unique in pictures , especially useful in ID disputes
