Got PCN from CPM as their client didn't register my vehicle upon arrival

UPDATE - IGNORE FOR NOW 

The car dealer asked me not to appeal - he said he will sort it out - but can't at the moment as the site's management lady is on holiday 

He's also given me the option of him paying it for me (if he can't get it cancelled in the next 4 days) 

So at least for now it seems in hand

Some days back - I went in my old car to see a potential new car at a used cars dealer who is based in "Vista Centre" in Hounslow

The car park attendant in the little booth even took my name - and told me where to park

A few days later I received a PCN in the post for unauthorised parking 

I contacted the car dealer - and he told me this often happens - the Vista Centre forget to register vehicles that are visiting him

He told me he would get it cancelled by speaking to the Vista Centre 

However when I chased him on it today - he said that if I end up paying he will reimburse me - which obviously I don't want to happen like that 

So I've drafted this online appeal to CPM 

OK to submit as I've written it? 

Or should I use a template that gets mentioned a lot on MSE?

Dear CPM, 

The vehicle reg xxxyyyy was allowed to park in the Vista Centre car park as the driver was visiting "Car Autos" - a car dealer that is situated within that site


The car park attendant at the entrance barrier even took down the details of the driver and car registration on that date and time when the vehicle arrived - and advised the driver where to park for "Car Autos" - which the driver did accordingly


A few days later the Registered Keeper (myself) received this PCN by post - and contacted "Car Autos" to query the PCN - who informed me that the Vista Centre inadvertently did not register the visiting vehicle - which they should have done


"Car Autos" have assured me that they will arrange for the PCN to be cancelled by communicating the error to Vista Centre management 


I as the former Keeper (the vehicle xxx yyyy has since been sold on by me - so I no longer own it) am sending this appeal and explanation as a formality from my side


In other words - I am carrying out my due diligence by way of this appeal - even if the PCN has already been cancelled (or is in the process of being cancelled) via Car Autos / the Vista Centre


I trust this ends the matter - and that you will cancel the PCN / or that it is already in the process of being cancelled

    Hi, CM!  Nice to hear from you - you and others helped me if you might remember over a decade ago when my car got clamped in "Quality Foods" in Southall - and I did get my money back in full!

    Sure - I will let you know...and I've been having some thoughts about WHY the car dealer is stopping me from appealing...

    1)   He may not want to bring issues for the Land Owners - since he is I guess a "Tenant" on their site

    Or - 

    2)   He told me THEY forgot to register my car - when it could be HE forgot to tell them to expect me (and he didn't ask me for my car registration before I arrived) 

    Just speculation of course - but it might be why he's asking me not to appeal / and even telling me he'll pay me (or pay the fine for me)

    I also didn't explain the "within 4 days" part of my O.P.

    It's because that's how long was left (now 3 days...!) for the discounted charge of £60   

    - otherwise he'll have to pay them (or me...) the full £100 charge

    And so he told me he'll pay them £60 just to get shot of the matter (if he gets no luck in getting it cancelled)

    On Tuesday - the dealer said he would speak to the management lady on Wednesday

    I heard nothing back

    Today (Friday) was the last day to pay the discounted rate of £60

    So I texted him just after 7 a.m. - and got no reply

    I then WhatsApp texted him around 11:15 a.m.

    He apologised for the delay in responding - and said he couldn't get hold of her

    He asked me to pay - and he would pay me back after

    I politely asked if he could send me money to pay CPM

    He said he was driving but would do so later

    At midday he texted he had sent the money 

    I texted back after 3 p.m. I hadn't received it - and asked him to check - as he was paying me for the first time, it might have needed extra steps

    (the same thing happened to me late last month...I thought I had paid him the £600 deposit for the car - until he told me later the same day it hadn't come through - then I realised I hadn't noticed there were extra steps needed - as I was paying him for the first time)

    He said he would check - and then £60 arrived

    TLDR - not to say he was necessarily untrustworthy - but when it's YOUR money on the line then you HAVE to keep badgering the other party - they aren't going to do the running for you
