cancelled PCN and costs incurred

I am hoping someone can advise on how to proceed.
I abroad but recently returned to the UK for a short time and hired a car from Greenmotion. On return abroad I was emailed by Greenmotion stating I had incurred a box junction fine and their £68 admin costs.
I recall the box junction incident where I was cut up and needed to do an emergency stop, so of course appealed the PNC, which was then cancelled. However Greenmotion are still prompting me for their cost but as I see it. I had done nothing wrong as the PNC was issued by AI in error.
I have of course emailed Waltham Forest council, explaining that as they issued the PCN in error they should pay the costs. I am waiting for a response but not hopeful they will agree. I feel strongly that AI can produce PCNs incorrectly and that I should not be out of pocket for lack of human system control.
How should I approach getting these out of pocket costs resolved?
