Plant Net app suggests it's a Ceanothus impressus Trel. 'Santa Barbara', but it would be nice to have confirmation.

I think someone would need to have one and be knowledgeable about the different types.I had one of these little ones but it didn't last for long. They do seem to be short lived.If your neighbour has a good one why not root a cutting come the end of summer?Ask first obvs

Blue Mound is lovely, I think the one your neighbour has is Concha. It’s good to have different varieties - the flowering period may be staggered so you both get to enjoy the blues first longerFashion on the Ration

I've seen Concha in the flesh and it looks quite different to C. impressus IMHO0
