UKPC parking fine - using dyslexia as a defence?

Apologies if this has already been covered. I've read this forum extensively and can't find a similar situation.
Recently received two parking fines from UKPC for two motorbike bikes parked on pavement on a retail park. There was no signage where the bikes were parked so no indication that this would be an issue. It's usually not.
Appeals were issued for both bikes using the template letters on this forum. My partner amended hers to include her dyslexia report and appealing that the signage was unreadable.
The other bike parking fine has not been cancelled. They've asked for the driver details within 7 days to make their decision.
Do I:
1) Say my partner was the driver, dyslexia was a factor and use the same argument used to get the first bike fine cancelled?
2) Ignore the request for driver details
Would appreciate a simple answer

No signs = no contract.If there were signs elsewhere and too far away, the dyslexia argument would depend on the format of the signs. Plenty of parking signs are illegible, amateurishly designed and full of small print anyway (often by design). But don't major on the dyslexia - it would just be a minor point to make.But don't start appealing to UKPC. They're obviously not going to cancel.
Driver details = who is best to deal with the court claim paperwork.1 -

Thanks for the replies. Dunelm aren't interested in helping. They told us to appeal the notice to UKPC. We tried that route first.
Yes there were two motorbikes, so that does raise the question of how someone can ride both at the same time. But I was in the shop...she was parking both bikes. That's feasible.
I also doubt that there will be anyone joining up the dots between the two separate parking tickets. So the same excuse could be used again which has already had one of the fines cancelled.0 -
