I hope someone can help?
I stopped to let my disabled daughter and her child out of my car to attend a cosplay style event.
It was in an "offshoot" of a road on a leisure and hotel site which Parking Group manage, so their letter tells me.
I was stopped, engine running for less than 2 minutes to let the girls out.
I've received a parking fine/invoice from them.
I intend to appeal.
The grounds I believe I have are:
I was there for no more than 2 minutes, engine running. They are BPA Approved Operators. I understand that BPA suggest a 10 minute courtesy time?
The Notice to Keeper was sent 16 days after the 'offence'. I understand it should be sent within 15 days?
The area did have double yellow lines, however my daughter is disabled and we had her blue badge with us although I didn't display it as we didn't actually park up and stop.
Any advice as to the validity of the points above or how to proceed would be most welcome.

No - it has to reach you by day 14, if they are trying to hold the keeper liable.
That's why - obviously - you DO NOT SAY WHO WAS DRIVING. Just send the template appeal in the NEWBIES thread.
Then come back when you get a POPLA Code as this is non-POFA and winnable as long as you don't start adding your own story that implies who dropped off who.
Does the NTK match the second one here? The non-POFA one that lies that the keeper can be pursued?Parking Group Ltd

They confirm the "invoice " has now been cancelled in its entirety.
