Islington Council Delayed Parking Fine-Enterprise Car hire Account Deletion

My query is - Can a London Borough Council issue parking citation requests almost 6 months after they occurred?
I rented a car from Enterprise at the end of August 2024 to go and stay with my mother who has the beginnings of Alzheimer's. I went to a meeting in Islington beforehand, not knowing that I had entered into a non resident's area. I was quite shocked to be notified on 12th February 2025 of a legal letter from BW legal asking for £200 on behalf of Enterprise. I could not understand what this amount was for as I had had no communication from Enterprise Plus in months, and had not rented a car from them since November.
I eventually found the citation email from Enterprise in my junk emails. This was sent on 11.02.2025 and was the first and only notification I had had from them regarding the two parking fines from August 31st 2024. The fees are 2 x £65 and 2 x £35 admin fees = £200
I verified these fines on the Islington council website, which had been already paid for by Enterprise, and eventually received photographic proof of the contraventions from Enterprise.
Renting cars from Enterprise is a significant treat for me and my two kids, we do not have access to a car apart from through their rental service. We live on a tight budget and are recipients of Universal Credit, of which I have sent Enterprise DRFines and customer services a copy of my last payments. My experience with DRFines, with whom you can only communicate with by email, has been very generic, their emails feel almost like they were written by an AI bot.
Lastly at the end of February I had all my data erased from the Enterprise system after I closed down my Enterprise Car Club account, and asked for my data to be deleted. I did NOT ask for my data to be deleted from the Enterprise Car hire membership, and have subsequently lost all my loyalty points, which would have equalled a days rental. After all this I am now reconsidering if I will sign up for a new account with Enterprise. The customer services department has been helpful as they want to keep me as customer, and I am now awaiting an email from a supervisor in the DRFines department.
I am really upset with all this, and having to deal with the legal company as well, and after such a long time is very stressful. I have spoken to Islington Council and was told they had issued these fines so late due to a back log, but are they legally allowed to do this after so much time? I am hoping Enterprise will come to an agreement to reduce their fees, £130 would be much better than £200, as this is an exceptional case. BVRLA have told me I can make a complaint through them if I am not successful with Enterprise. I have also written to Islington Council to complain about the delayed fines.
