    I work in an academic library and deal with overdue books and non responsive students frequently. The fine is likely to cover part of the cost of replacement and may well be waived or greatly reduced if the books are returned.

    Yes, the library probably just wants the books back and if you return them, there may be a admin fee but the rest will be cancelled.

    Does your daughter work or have pocket money? Given its her fine seems a better lesson for her to pay for her wrong doing than be taught to try and weasel out of it
    If they do insist on the charge even after returning the books (which I doubt as the cost seems to be replace the books, as they're likely assuming she'll just never return them), I'm more of @DullGryGuy's perspective to ensure your daughter pays this one way or another, and turn this into a relatively cheap lesson, rather than demonstrating to your daughter that agreements mean absolutely nothing and she can do as shes pleases, as should anything go wrong, you can complain, stamp your feet and try to wriggle out of any consequences of your actions.

    Obviously if everyone took a stack of books out from the library when they started and didn't bother returning them until they left, then it would be a pretty empty library and all the other students pay the price.

    Of course, on a financial/consumer focused forum like this, you can fully expect the advice to be to wriggle out of any cost where there is potential to do so.
