Newbie, sorry, feeling a little overwhelmed


Hi all,
I did read the “read first section” but found it so overwhelming, so sorry about this.
I honestly don’t know where to start and would just like to ask for a gentle push as what to do first.
I received a letter this morning from the Civil National Business Centre stating that I owe them money for a parking charge. This happened over nearly 18 months ago and states I was the driver at the time, but I think it was my partner when he had one of his chest pain attacks, and he had to take extra morphine to alleviate the pain. When this happens, on occasion, he has to wait some time before he can drive again due to drowsiness and safety of other road users, he also has a blue badge, due to his health issues. He is on a lot of very strong pain meds and has actually given up driving for the forceable future. His health issues and very strong medication make him very drowsy, forgetful and confused and he wouldn’t be able to deal with this letter, so I will have to do this for him, if that’s allowed.
Anyway, sorry for such a long introduction but I felt it was only fair to present the basics before asking people to go out of their way to give me some help or advice.
I will upload a copy of the letter incase this helps.

You won't pay this - there is another thread on here with over 500 instances where DCBL give up before it gets to court as they know they'll get spanked if they do.2 -
To be honest I never thought to try, my partner discarded the 2 letters he received from them as he thought it was a scam. Would they even consider it based on how long ago it was.
But I will read the second post again and see what I can do,

If the claim form is addressed your husband everything has to be done in his name.

Who is that N1SDT Claim form actually addressed to ? You or your possibly the driver partner ?
Whoever it is should login to the government gateway and navigate to MCOL and complete just the AOS online first, preferably this week

It’s addressed to me, but I’m sure it was my partner who was driving, I imagine I would possibly be able to ask for a photo of who was driving? But we are sure it was when he had a chest attack and had to take morphine. Obviously if I have to say it was my partner driving then he would have to fill in the form, but I imagine there is no crime in helping him complete it online?

After doing the AOS, just use the special DCB Legal / Parking Eye claim already written for you.
The starting paragraphs for these cases are linked in the FIRST post of the Template Defence thread, then add and renumber paragraphs 4 onwards from the normal template defence.
You should also state somewhere near the start that the driver is a disabled blue badge holder and this claim is illegal discrimination, caused by the Claimant's choice to operate cheaply by using remote ANPR which does not account for the extra time needed by people with mobility and other impairments.

I asked you who the form was addressed to, you say its you, so it's now irrelevant who was actually driving, you say it wasn't you, OK, go with that as part of your defence
Keeper but not the driver ( too late to name the driver, plus its not addressed to the driver either )
You are named on the government claim form, you must defend yourself as the defendant ( he cannot defend the claim, its not his name on the form , capiche ? )
So M, you, and only you, must login to your personal government gateway, navigate to MCOL and fill in the AOS online within mcol, don't touch anything else in there, logout once you complete just the AOS online
The second post in the newbies sticky thread in announcements near the top of the forum explains exactly how to login to MCOL and complete the AOS
Your honed defence will eventually be emailed later this month to the CNBC in Northampton , to the email address in the 12 steps and 1st post in the defence template thread in announcements1 -

Doing a defence is actually easier than appeal.
