My house title deeds says the below can someone explain what this means

The transfer to the proprietor contains a covenant to observe and perform the covenants referred to in the charges register and of indemnity in respect thereof.
Restriction No disposition of the registered estate by the proprietor of the registered estate is to be registered without a charge dated 17 Nov 2017 in favour of bank of Scotland plc referred to in the charges register.

The restriction stops you selling the property. Birmingham Midshires is part of Bank of Scotland so they need to give permission for the sale.
When the mortgage is paid off the restriction can be removed,1 -
