Address change - advice sought

Moved house recently, hired a van (europcar) to help move stuff. Van was parked for 20 or so minutes in the apartment tower lobby while I brought stuff down the elevator and loaded her up. I had changed my address at dvla on the moving day itself.

Had come back to my old flat recently and found some letters in my name, at old address. Apparently a private parking firm fined the van, got in touch with europcar who provided them my address (this would be my old address), and they have sent further communication to my old address. My question is - surely they should have looked me up in dvla and got my new address and sent me letters there?

Should I - a) fight the case as usual and notify them of my address change, or b) is the fact that they are sending stuff to my old address something I can take advantage of?

Apologies if this sort of situation has been discussed previously.

You actually parked in the apartment lobby?  Or outside the front door??

Not that it matters but first thing to do is to contact the building management and get them to get the PCN withdrawn.

This demonstrates why windscreen PCNs (not just when using a self ticketer) should be mandatory under the (long overdue) new MHCLG Code of Practice...sigh... Europcar should never have been involved.

You need to respond to the latest letter, telling the DRA and parking firm to reissue the Notice to Hirer to you, because you did not receive the PCN and Europcar (rightly) only had your old address because the van was hired for the move to NEW ADDRESS on the date of the PCN.

You must do this to stop the parking firm writing again to Europcar, who may well just panic and pay £170 then bill you.

    Which PPC?

You will never be paying them but MUST respond once, to hook the PCN away from Europcar.

P.S.  Why don't people get at least 3 months post redirection these days?! Mad not to. It used to be normal and now nobody bothers ...and this happens.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
