Hit another car lightly- procedure
So I stupidly reversed back into a car and hit it lightly. Both on road. I got out took photos and just seems to be a few chips tiny bit of paint on bumper I said they could've been there before. He was young and didn't know what to do. I gave him my phone number but quickly so don't think he got it and shot off. It's possible there's internal damage I guess but I didn't stick around to see under bonnet.
Should I have exchanged numbers names etc and checked under bonnet with him. I was rushing.
Also is this a camera?

That could be anything, but could be a camera. Yes, you should have exchanged details (properly).
You are almost always required to notify your insurer of any incidents (check your policy for actual wording), but it's a free country so you could choose not to. Given the other guy may well claim if there's any damage, your insurer may wonder why you didn't notify them as well. If the other driver involves the police, you may well get a knock at the door.
I once had a rear bump from a taxi driver at very low speeds. We both got out, had a look at the cars, took a couple of pics, had a chat, decided there wasn't any real damage, agreed we'd both just get on with life. I kept the photos for a while afterwards.2 -
How many crimes can you commit from one minor incident? Scary.

A 'few chips tiny bit of paint' could well be a £400 to £500 bill for just a paint repair, depending on colour and make of car.
Any damage to camera system or parking sensors would double that, easily.
Could be an expensive lesson - hopefully not - but the main thing I note is - "I was rushing'.
For goodness sake don't write that on your insurance report.
