We stayed in a Premier Inn near the Globe theatre and the Tate Modern, if that’s any use? It was near the Thames and you could see St Paul’s from it. There was building work going on next door to it when we went in January but otherwise it was really well sited and close to many interesting things.0

Which stadiums? Given many are further away from central London, it might make sense to situate yourself near, or on a direct tube line to cut down on travel time.
I'd then just look at one of the many hotel comparison sites for your dates and book based on the area. Any particular reason why you're looking for Premier Inn specifically?0 -
We found the Premier Inn at Putney was cheaper than central ones which more than offset the extra Tube fares (if you pay by swiping your card as you go through, it's a maximum of £8.50 a day per adult, but I don't know how children fit into this system). Going on the Underground is part of the adventure that is London.
The Putney hotel had a good view of the Thames too, and was walking distance to the boat race route. I'm not on commission - honest - and I can't advise on stadium tours, but it may be worth looking at options like these.I think a bit of sunshine is good for frugal living. (Cranky40)

Ok, so Victoria and Piccadilly lines are your good routes to the Emirates Stadium, if you want to be central-ish I'd probably still go with one of the Premier Inns near Euston / Kings Cross / St Pancras - Putney is the other end of London, so that's a long tube journey. Victoria line will also get you down to Oxford St etc (although that's very walkable) and the Piccadilly Line will take you to Covent Garden.textbook said:

Alternatively I'd suggest the Premier Inn Hub near St James' Park - that's near Victoria Station for the Victoria line and Buckingham Palace, Westminster Abbey, Downing St, Horseguards Parade and the London Eye (as well as St James' Park itself)1 -
I guess just being centralish for the sites is best it's two nights. Arsenal will be just one trip. The prices are high for premier inn but how do you know other places will be ok with breakfast etc?Emmia said:

When are you planning on going? Weekday/weekend, school holidays?
I find staying outside of central London on weekend to be a lot cheaper/quieter - so maybe look at Tottenham Hale for example perhaps? direct tube to Arsenal (10-15 mins) and central London (20-25 mins).1 -
The rooms are truly tiny in Hub, but very cleverly done, at about 2m x 5m for the whole room including shower room. The standard room has a double bed with 3 of the sides against a wall, a short peg you can put maybe 4 hangers on and suitcases go under the bed. But it has a full length mirror (wife says this is important), shower was an ok size, everything else is built around the bed like the in wall touchscreen for controlling lights, tv, temp etc, plug sockets inc USB and HDMI. I've stayed a couple of times and for a solo traveller who isnt spending time in the room it is fine.textbook said:

There is an enhanced room that has a small amount of walking space down the sides of the bed (some of which are king sized) but otherwise similar. No option or space for a second bed in either sized room and if you use their site and put in adult plus child then Hub won't appear, probably because of the sharing a double bed.
The ground is like a normal premier inn; the Hub in Shoreditch has a restaurant and does breakfast. I like it for staying solo but wouldnt want the standard room if sharing with the wife and not sure the bigger is big enough either.1
