    I think you need to return the items.
    Everything might go well.
    Only claim via PayPal if there is actually a breach of contract / consumer rights by the provider

    There was no card in the box. 

    I understand that the bank do have a responsibility as I paid via my card linked through to my PayPal account.

    As you aid via PP bank will tell you to go through their dispute process 1st.
