Assuming you have not started work then you are in control, not your neighbour. But you need to understand your obligations, and you may well end up agreeing with your neighbour’s proposal. There is plenty of info, see following link.1

Just watch out, if you get your own surveyor, and they disagree with your neighbour's surveyor, then you'll need a third to arbitrate. You are responsible for the fees.
