Infirm child allowance

My partner and i have been together for around 25yrs, she is in reciept of a benefit which pays £1 per week and never increases, i believe it is paid by the war veterans agency. The benefit is infirm child allowance. My partner was put in to foster care at an early age, went to a special school and she suffers from anxiety,depression and has some learning disabilities. Can anyone tell me why she would have first started to get this benefit.
