Openreach flying wire

We returned from a week away in January to find a neighbour's broadband wire had been installed across our property, less than a metre away from two of our bedroom windows. When the wind blows, the cable hits our property. I have complained to Openreach but they have not yet sent an engineer out and I keep getting repeat emails saying they are waiting for an appointment. It has been over 2 months now.
Does anyone have any experience of getting a successful resolution from Openreach for similar problem, and if so, how long did it take?
Or does anyone know who to complain to about Openreach? I'm not sure if Ofcom is the correct channel. TIA.
