Is this the going rate for patio works?

Hi - I’ve been quoted the below for works in our garden. The quote feels on the expensive side, however I have also seen comments in some historic threads about the prices of materials spiralling etc, so I’m unsure how this quote compares and whether it is on the expensive side, or whether I was being naive/unrealistic to think that it would be cheaper! Thanks:
Outside of London
New 3m x 9m patio. The majority of the patio (about 2/3) will be re-using our existing patio tiles.
3m long retaining wall (using upended concrete slabs)
Lowering 2 manholes to make them recessed/flat manholes so that they match ground level
£5,500 + VAT (for labour and materials)

Are they supplying the remaining 1/3 of tiles in the quote? Are these bog standard concrete or something else?
What's the retaining wall retaining? How high is it? Does it require an engineer?0 -

The tiles won’t be fancy, just standard concrete, thanks0
