Having eon turn up and treat me like a criminal was horrible. I was asked questions whilst being recorded. But all along the landlord knew about this and it should have been dealt with. It is possible the electrician reported the meter tampering to eon, or the DNO, and they (eon/DNO) may even have looked at it and decided nothing needed to be done.If you were hoping to use the 'dangerous' meter as a way of punishing the landlord for the other stuff then you need to be absolutely sure the landlord is at fault here. If they have done other things that are wrong then you need to use that/those as the basis of any claim you make, rather than using the meter as a proxy.
If the landlord is the type that doesn't feel the need to apologise then pushing them to give an apology won't necessarily get you the 'sorry' you want. If they think you might use this to start some form of legal action the last thing they are likely to do (if they have any sense) is to admit any responsibility.

Care to share the picture before it was swapped out? At that point presumably the bypass had already been removed?0

You should have been provided with a copy of the EICR when you signed for the tenancy. Are you sure you do not have a copy already? Have you checked all the documents you were provided with at time of tenancy sign up?

OP, did the meter tampering cause it to under-read actual usage? If so, have EON ask for additional payments yet? Because, even though you did not tamper with the meter, you are still legally liable to energy used since you moved in but not recorded by the meter - which would probably have to be estimated/agreed to between you and EON.0

As far as I’m aware the meter was reading correctly bypass had been removed but still waiting for them to complete investigation. We have been paying what I believe would be the going rate around £150 month we have been paying.Good Luck and happy 2016 Everyone :smileyhea0
